How to change a hand held vacuum filter :( Dirt Devil - Quick flip?

Question: Please help. I obviously took the head part off of it, but it says to change filter / twist and unlock off of adapter. Then replace the bag. none of it is twisting at all. And which part is the adapter? Please Help.
